CAPS Project Process

Project Idea Submitted

Project proposals can be submitted by county departments, rural water districts, county EMS, fire departments, incorporated towns, community groups, or individual citizens. Each submission must outline the project’s purpose, estimated cost, and how it aligns with Title 62 O.S. §802(5) — ensuring it qualifies as a legitimate economic development or community improvement project.

Review by Citizens Advisory Committee

The Citizens Advisory Committee receives and reviews project submissions. The committee is made up of two citizen representatives from each county district, serving three-year staggered terms. Each project is evaluated for:

  • Eligibility under state statute

  • Economic and community impact

  • Feasibility and potential grant or matching fund opportunities

Committee Recommendation

Projects that meet legal and strategic criteria are recommended to the Board of County Commissioners (BOCC) for consideration. The committee’s review ensures projects are vetted, community-driven, and fiscally responsible. While final approval rests with the BOCC under state law, the committee provides essential public input and oversight to help guide responsible investment.

Competitive Bidding & Legal Compliance

Once a project is approved, all expenditures are subject to Oklahoma’s public bidding laws and county purchasing procedures. This ensures fairness, transparency, and full compliance with state regulations.

Project Implementation & Monitoring

Approved projects are carried out by qualified contractors or agencies in accordance with approved budgets and timelines. The County monitors progress to ensure accountability and proper use of public funds.

Annual Audits & Public Reporting

All CAPS expenditures are audited annually. Audit results and financial summaries will be publicly available for transparency and accountability. This ongoing oversight ensures accuracy, fiscal responsibility, and public trust throughout the life of the program.
