Woodward County CAPS Committee Accepting First Round of Project Applications

WOODWARD COUNTY, OKLA. — The Woodward County CAPS Citizens Advisory Committee is now accepting applications for the first round of CAPS project funding.

The County Area Projects Sales Tax (CAPS) was approved by Woodward County voters to provide funding for qualifying capital improvements and long-term investments that promote economic growth and benefit Woodward County and its residents.

Project applications may be submitted under one of three CAPS funding pools:

Economic Development – 50%

Projects involving economic development, business recruitment and expansion, tourism, recreation, quality-of-life facilities, workforce development, site development, and related investments.

Transportation & Infrastructure – 25%

Projects involving roads, bridges, electrical infrastructure, water and sewer improvements, drainage, rural water, utilities, and other qualifying infrastructure.

Public Safety & EMS – 25%

Projects involving fire protection, EMS, emergency communications, disaster response, and other qualifying public safety investments.

The CAPS Citizens Advisory Committee will review applications based on factors including public benefit, county-wide benefit and geographic fairness, economic impact, leverage of outside funding, and long-term sustainability. The Committee will then make recommendations to the Woodward County Board of County Commissioners, which has final authority over CAPS funding awards.

First Round Deadline

Completed applications and all required supporting documentation must be submitted to the Woodward County Clerk’s Office no later than September 23, 2026.

The CAPS Citizens Advisory Committee will review first-round project applications at its next meeting on September 28, 2026.

Organizations, municipalities, public entities, nonprofits, businesses, individuals, and others with qualifying project ideas are encouraged to review the application requirements and submit projects for consideration.

Submitting an application does not guarantee funding. Funding recommendations are subject to project eligibility, Committee review, availability of CAPS funds, and final approval by the Woodward County Board of County Commissioners.
