This initiative is called CAPS – County Area Projects. CAPS is a citizen-driven approach that gives local residents a direct voice in shaping how sales tax dollars are invested. If approved, a Citizens Advisory Committee will be formed to review potential projects and make recommendations to the Board of County Commissioners.

All subject to annual budgeting, audit, and public reporting, as authorized by Title 68, Oklahoma Statutes §1370,
CAPS is about more than buildings. It’s about building a stronger community. From retaining young people who might otherwise leave, to attracting new families and businesses, to creating places where our citizens can connect and thrive, CAPS is an investment in the future of Woodward County.
CAPS (County Area Projects) is designed to invest in economic development and community improvements that strengthen Woodward County’s economy and enhance quality of life for residents.
All funds must be used strictly for purposes allowed under Title 62, Oklahoma Statutes §802(5), which outlines what qualifies as economic development and community facility projects. Nothing outside those statutory purposes is permitted.
CAPS funds may also be used as local match dollars for state and federal grants, allowing Woodward County to leverage its resources, secure larger outside funding, and be more competitive for infrastructure, community development, and rural water projects.
If the CAPS proposition is approved, a Citizens Advisory Committee will be formed to review opportunities, gather public input, and conduct economic analysis to determine project priorities and make final recommendations to the Board of County Commissioners.
This process ensures that funding decisions are data-driven, transparent, and reflect community priorities - not predetermined projects.
