Building Woodward County’s Future — Together.
From our small towns to our main streets, from our families to our local businesses — the strength of Woodward County has always come from its people. CAPS gives all of us the power to invest in that strength together.
This isn’t about a list of projects — it’s about people working side by side to keep our communities growing, thriving, and proud. By repurposing part of the sales tax we already pay, we can make lasting improvements that benefit every corner of Woodward County.
For more than 30 years, Oklahoma City’s MAPS program has shown what can happen when citizens take the lead. Now, it’s our turn to build that same kind of success story — our way, for our people.
CAPS is our opportunity to dream big, plan boldly, and create a stronger, more connected county — one where families want to stay, businesses want to grow, and the next generation wants to come home.
On Feb 10th, 2026, Woodward County citizens will have the opportunity to vote on a proposition to repurpose the existing four-tenths (4/10) of a cent sales tax to fund projects that strengthen our economy, improve quality of life, and create opportunities for generations to come.
NO TAX INCREASE!
What Does the Existing 4/10 of 1¢ Sales Tax Cost?
The current county sales tax rate being considered is 0.004 (4/10 of 1%). Below are examples of what that amounts to on common purchases:
-
$10 purchase → $0.04
-
$100 purchase → $0.40
-
$500 purchase → $2.00
-
$1,000 purchase → $4.00
-
$10,000 purchase → $40.00
While the individual cost per purchase is small, continuing this funding allows the county to support core services, leverage outside grant dollars, invest in infrastructure, support fire and EMS, and plan responsibly for the future.
It is a modest continuation that helps move Woodward County forward in a sustainable and transparent way.
Vote February 10th from 7:00 AM - 7:00 PM

The current 4/10ths of a cent sales tax was used to fund the renovation of the Woodward County Courthouse, a project that is now complete. This existing sales tax will remain in place through October 1, 2026, to cover the remaining expenses, including the new air conditioning system for Building A at the fairgrounds.
If approved by voters, the new CAPS proposal would not be a sales tax increase. Instead, it would repurpose the existing tax beginning in October 2026 to support economic development initiatives, community facilities, and long-term maintenance and operations — all aimed at strengthening Woodward County’s future.

Citizen-Driven Process
If approved, CAPS will establish a Citizens Advisory Board made up of local residents —two from each district and one County Commissioner. This board will review proposed projects, evaluate their economic impact and community benefits, and make informed recommendations to the Board of County Commissioners, ensuring transparency and accountability every step of the way.
NO NEW TAXES
CAPS does not raise taxes. It simply directs a portion of existing sales tax revenue toward community-approved projects, ensuring local improvements are funded without creating any new tax burden.
